USPS Adds a Weekly Fuel Surcharge in 2027: What Sellers Need to Know

USPS has been the cheapest major option for many small parcels partly because it never had a FedEx- or UPS-style fuel surcharge. That is about to change. On October 26, 2026, the Postal Service said it will add a fuel surcharge to its main package services from January 2027, recalculated every week. For sellers who rely on Ground Advantage, 2027 shipping budgets just got harder to predict.

What USPS announced

  • Start and scope. From January 2027, a fuel surcharge will apply to USPS Ground Advantage, Priority Mail, Priority Mail Express and Parcel Select domestic shipments, according to Supply Chain Dive (Oct 26, 2026), citing USPS's PostalPro fuel surcharge FAQs.
  • Weekly, as a percentage. The surcharge is a percentage of base postage, updated weekly based on diesel and jet fuel prices published by the US Energy Information Administration (EIA).
  • Which fuel applies. Ground Advantage and Parcel Select follow diesel prices, while Priority Mail and Priority Mail Express follow jet fuel, according to Value Added Resource (Oct 26, 2026), which quotes the FAQ. It applies to retail and commercial shipments, including applicable return services.
  • Notice. Diesel-based percentages are published 3–5 days before they take effect and jet-fuel-based ones 3–4 days before. USPS says shippers will receive updates electronically, including through API, and historical data will be posted publicly.
  • Contracts. Negotiated contracts "may have customized language" on whether the surcharge applies.
  • Not yet known. USPS has not published the starting percentages, the formula, or any caps, Value Added Resource notes.

How we got here

This replaces a temporary approach. In March 2026, USPS announced a time-limited 8% price increase on the same four services as fuel costs rose, CNBC reported (Mar 25, 2026). That increase took effect April 26 and is scheduled to end January 17, 2027. USPS described it as less than one-third of what competitors charge for fuel alone. For comparison, UPS and FedEx fuel surcharges ran roughly 21% to more than 30% depending on service, according to a Retail Industry Leaders Association analysis (Apr 1, 2026).

USPS's finances explain the push. Shipping and packages revenue rose 7.7% year over year in fiscal Q3 2026 while volume fell 3.4%, and the Postal Service again reported a net loss, Supply Chain Dive and Value Added Resource report. Postmaster General David Steiner told the Board of Governors in August that USPS has "more price to take in the marketplace."

What it means for sellers (our analysis)

USPS costs will move every week. Until now, you could set USPS shipping prices once a year. From January, the cost of the same label can change weekly with fuel prices, just like FedEx and UPS.

The gap with FedEx and UPS may narrow. We won't know until USPS publishes its percentages, but if they approach private-carrier levels, USPS's price advantage on light parcels will shrink. Combined with the UPS 2027 rate increase and FedEx's 5.9% increase, many sellers will need to re-quote carriers for 2027.

Watch your marketplace label costs. Labels bought through marketplaces and shipping software usually pass through carrier surcharges. Check how your tools show fuel surcharges once January rates are out.

Free shipping thresholds may need a buffer. If you offer free shipping, consider building in a small fuel buffer rather than repricing every week.

Checklist for January

  1. List your USPS volume by service (Ground Advantage vs Priority Mail) to see whether diesel or jet fuel matters more to you.
  2. Watch for USPS's first published percentages and start date.
  3. Ask your shipping software or label provider how the surcharge will appear on labels and invoices.
  4. Recalculate 2027 shipping costs with a fuel line item for every carrier.
  5. Compare USPS against regional carriers for your top zones. See our USPS Ground Advantage guide for service basics.
  6. Review free-shipping thresholds and shipping charges on each marketplace.
